Shelley Rhoads Perry, CEO of Senior Advocacy Group and Fiduciary Associates, headquartered in Naples, Fla., has been featured as a contributing author in the international publication, “Power of Attorney Legislation: A STEP Global Guide,” recently released in the United States. The special report is co-published by the Society of Trust & Estate Practitioners and Global Law and Business and serves as another essential resource for estate planning professionals. A seasoned attorney and professional fiduciary, Perry authored the United States jurisdiction portion of the international guide.


“It was an honor to collaborate on this important project that will support attorneys and other trusted advisors assisting vulnerable clients in all parts of the world,” said Perry. “We have become an internationally mobile society, as our seasonal Florida residents from Canada and Europe can attest. The portability of financial and medical powers of attorney across jurisdictions is a crucial element to consider as part of estate and lifetime planning.”


The publication is a survey of financial and medical powers of attorney legislation around the globe. In the United States jurisdiction, Perry presented information based on legislation from Florida, California, New York and the Uniform Law Commission Model Acts, which have been adopted in the majority of other states. The areas covered include the types of financial and medical powers of attorney; effective date of the powers; execution formalities; how to revoke or terminate a power of attorney; recognition requirements in other jurisdictions; the court’s role in validating powers of attorney; and assessment of the mental capacity of the principal.


STEP is a global professional body, comprising lawyers, accountants, trustees and other advisors who help families plan for their futures. One of STEP’s key policy initiatives has been to design a “gold standard” for global powers of representation with the goal of facilitating the portability of powers of attorney across jurisdictions. Global Law and Business was established in 2005 to create law books for highly experienced professionals that are accessible and easy to navigate.


With extensive fiduciary planning and administrative experience, Perry founded Fiduciary Associates in 2016 to provide independent trustee, agent under a power of attorney and personal representative services. In 2019, Perry teamed with Linda Flores, a Florida-registered professional guardian and former banking executive to launch Senior Advocacy Group. Combining their respective strengths in law and banking to provide holistic life management services, the firm was founded to meet a growing need to protect against elder abuse and exploitation and provide ongoing support to maintain a desired quality of life.


Perry currently serves on the Executive Board of the Professional Fiduciary Council of Florida and is a former director and treasurer of both the Collier County Women’s Bar Association and Greater Naples Leadership. A long-time supporter of pro bono work and Legal Aid of Collier County, she taught a pro bono estate planning clinic as an adjunct professor at the Ave Maria School of Law and was recognized for her pro bono contributions with the 2014 Legal Aid of Collier County Leadership Award.
